Batfink and Karate battle the mad scientist, Hugo-A-Go-Go, who is terrorizing the city by causing its electrical system to go haywire. Hugo's weapons include a super-sonic sonar-radar ruiner, a steam cabinet, a giant magnet and a mobile city destroyer (patent pending).
