When his younger brother is arrested by the police and convicted, unscrupulous Cologne pimp Paul Keil swears to take revenge on the public prosecutor responsible at any cost. His vendetta gets dangerously entangled in a gang war with a trio of Viennese pimps who intend to claim the city's red light district all for themselves.
