Hannes is an employee at the Institute for State Supervision. He has such complete faith in the bureaucratic system that he is secretly developing the SuperCode Databank - a mega-databank of personal ID numbers through which everyone's behaviour can be monitored. One day, Hannes's computer is stolen - and the SuperCode with it. Afraid to tell the police about his illegal work, he goes after the thief himself and ends up a victim of the very system he worked so hard to strengthen - but then Hannes has a revelation...
