Film set in southern Russia on the Azov Sea, where mafia ruled forever. Murder of a fishing inspector by poachers brought attention to the scope of the mafia operations in fishing and illegal trade on the black market. Caviar, beluga and ossetra fish became an enormous illegal business, controlled by ruthless poachers. The poachers sell illegal caviar on the black market, that is controlled by the Russian mafia.
