Herbert J. Wafflecone is asked by the U.S. department of health and human services to make an educational film about nutrition. Upon learning that he is a member of the sweets group Herbert begins a crusade to bring down a large ice cream company. This leads him to imprisonment and all of the problems that he encounters after being paroled.
