People often ask in Tijuana: where do the gangs end and the the cops begin? In a city where the army has been drafted in to protect the streets and where police have been found guilty of gross corruption, the question isn't easy to answer. Police officer, Alfredo Moreno, has dedicated his life to helping the city's young people through the Policia Juvenil program. For those kids with little or no access to alternative support, it offers opportunities that they would otherwise never have. Moreno believes that the program can help create a future police force untouched by the corruption of today. This film uncovers the life changing impact the program has on some of Tijuana's youth.
