In 1941, a young Japanese-American leftist, Kenny Saito, is blackmailed by a Naval Intelligence officer into becoming an American agent in Japan. After an initial mission in Hawaii, Kenny is told to infiltrate Japanese territory and discover whether or not the Japanese Navy will take hostile action against the U.S.. While in Japan, Kenny successfully passes himself off as a laborer, and discovers that six Japanese aircraft carriers are massing, their ultimate destination being Pearl Harbor. Hiding out on Etorofu Island, Kenny tries to transmit his news to American Intelligence - but his mission is almost ruined when he falls hopelessly in love with Yuki, one of the local villagers.
