New Orleans suffered devastating blows on many levels from Hurricane Katrina. But the storm gave the city the unique opportunity to start over from scratch and to try to re-imagine government and other institutions. Three people funded by the Open Society Foundations-a community organizer, a public defender, and a journalist work to rebuild their city. The film looks at how these individuals and organizations are at the forefront of change in New Orleans.
