A low-level orderly in a Los Angeles hospital is forced by his superiors to dump patients on skid row in an attempt to deal with over-crowding. Each successive dump eats away at the orderly's psyche and the knowledge of what he is doing slowly creeps into the his home life. There's a Shelter is inspired by actual and on-going instances of hospital dumping in Los Angeles.
