Emma is a mysterious, social outcast who becomes the victim of a cruel practical joke at the hands of four popular kids. The results are tragic for everyone involved. Emma, with Mr. Chuckles, Mr. Hood, Angelique, and other 'friends' begins a reign of terror on a small town. In the meantime Chief O'Reilly, dealing with his own haunted past, races to stop the bloodshed.
