Joe Baggs is a professional thief who controls a number of organized theft rings throughout the Midwest. He has a number of cohorts who are lurking about and waiting to take advantage of unsuspecting business owners and employees. Once in a while, he will come out of hiding and share some of his secrets with the public. In this film, he does just that.
