Drug Cartels and crime syndicates have been monopolizing the streets by conducting public transactions and package deliveries without any regards for authority. Whenever there's a job available, all major street gangs get notified and sent to pick up the black boxes which are stashed all over the city. The first one to get there - gets the job.
