NOTOWN is a feature documentary that captures the struggle of outspoken, passionate and effective activists as they fight for low-income Detroiter's water who face shuts offs for delinquent bills. Painful raw scenes, capture a stream of experiences of some of the most vulnerable low income Detroiters--pensioners, the disabled, mothers, Vietnam veterans, families with new babies, cancer patients, small children--all affected by these cut offs. We also witness the threat to parents having their children removed from the home after water shut offs. In spite of a moratorium, termination teams continue to shut off water to over 3,000 households a week and we see first hand the distress of daily life without water. Along with these intimate stories, this films explores the question: Is Water a Human Right?
