Tbilisi, Georgia 1991. The hospital physician Themuri gives his patients medical treatment without taking money from them, and is likewise violating the new rules. When he finally decides to follow the new rules, he is unaware of the fatal error he is about to commit because very soon his own son is brought into his hospital on a stretcher and becomes the first victim of his decision.
